Building Rules and Regulations
The following Building Rules and Regulations are established for the proper maintenance, safety, order, and cleanliness of the Good Shepherd Center, and apply without limitation to tenants and their respective employees, agents, contractors, licensees, customers, invitees, and guests.
Observance of these Rules and Regulations is required per your lease agreement.
Building Hours Policy:
Regular Building Hours for the Good Shepherd Center are:
Monday through Friday 8am to 10pm
Saturday 8am to 6pm
Sundays and Holidays Closed
The public may only access and use the building during “regular building hours”. “The public” includes tenant’s guests, visitors, students, clients, customers, patients, contractors and hired help, and anyone who has not been issued a building key-card.
One exception to this rule is: Chapel events can run as late as 11:00pm Monday through Saturday.
All other areas of the building are effectively closed to the public at 10:00pm Monday through Friday, and at 6:00pm on Saturday.
Before and After Hours Access Policy:
In recognition that some tenant staff may need to extend office activities before or after the “regular building hours” GSC building management has established the following policy:
Tenant staff may be in the building up to one hour before “regular” opening hours, and up to one hour after “regular” closing hours. Tenant staff may also be in the building between 12pm and 6pm on non-Holiday Sundays. This means that:
Tenant staff may not be in the building:
Monday through Friday Before 7am & after 11pm.
Saturday Before 7am & after 7pm.
Sunday Before 12pm & after 6pm.
Holidays Building closed all day.
Before and after hours, tenants must remain in their leased space except to use the common area restroom, and are not allowed to see clients or have guests. All activity must be contained within the leased space only. Tenants are not allowed to use any of the hourly rental rooms or any other public space. This especially applies to Sundays.
Holiday Closures:
During holiday closures the building is completely closed and inaccessible to all regular tenants. For reasons of building security, there will be no exceptions to this rule.
Caretaker Security Rounds:
Caretakers are performing hourly patrols during their shift and a final closing round at 11:00pm every night of the week. Their final closing round is an extensive tour through the building to make sure all doors and windows are closed and locked, and to ensure everyone is out of the building. This is necessary for general building security, and because the security alarm system automatically arms every night at 12:00am. This round is the last check to make sure the building is ready for the security alarm system to arm.
During their final round the caretaker will be checking to make sure all tenants have left their space and are out of the building. If they see signs that indicate a tenant may still be in their leased space, the caretaker will knock and may enter the space to make sure no one is there.
Building Security Alarm System:
A security alarm system is maintained to provide additional protection for the building. The system is comprised primarily of door contacts and motion detectors located throughout most of the main building, north annex and south annex. The system automatically arms every night at 12:00am, and automatically disarms every morning at 6:00am.
All tenants’ guests must exit the building per the regular building hours, and all tenants must exit the building by 11:00pm Monday through Friday, 7:00pm on Saturday, and 6:00pm on Sundays. It is critical that this is adhered to so caretakers can remain focused on performing their closing round and not have to spend time prompting tenants, or anyone else, to leave the building. All three buildings must be thoroughly checked by the caretaker to make sure they’re secure and ready for the security alarm system to arm. The one hour they have between 11:00pm and 12:00am is enough time for this, provided they don’t have to spend time escorting people out of the building.
Saturday chapel events are the only slight exception. People involved with the chapel event and audience members are allowed in the building as late as 11:00pm Monday through Saturday. But after the official closing hour they must be in an area on the 4th floor relevant to chapel use, or using one of the main stairs or elevator to go to the chapel or exit the building. All other areas of the building are closed and off limits.
Hourly Rental Program; Use of GSC conference rooms:
The three conference rooms located on the second floor are all part of our hourly rental program. They are used both by tenants and the community at large. Calendars of room availability are posted outside the Building Manager’s Office, and room rental agreements, which must be filled out before room use, are available there as well. The hours of use for the meeting rooms are tied to the regular building hours:
Monday through Friday 8am to 10pm
Saturday 8am to 6pm
Sundays and Holidays Closed
The meeting rooms cannot be used before 8:00am Monday through Saturday, after 10:00pm Monday through Friday, and after 6:00pm on Saturday. The meeting rooms are not available for use at any time on Sundays.
All use must be scheduled, there are no exceptions. Last minute bookings will almost always be rejected. Under certain circumstances the meeting room manager may allow an exception, but the following conditions must be adhered to:
The renter must coordinate and confirm the time with the hourly room rental manager or the building manager, and complete the room rental agreement and hand it to either the room rental manager or the building manager.
This allowance is made on a case by case basis.
Signs:
Temporary signage, taped or affixed in any way, is not allowed on the walls, doors, or windows, in any of the public areas of the building. This includes any type of directional signage for events or meetings. Wayfinding signage is found in key areas of the building, providing assistance and information for people to navigate the building and find the room they’re looking for.
In addition, all office suites are numbered using a standard numbering system found in most large multi-story buildings. The door numbers will tell people what floor they’re on, and which direction they need to go to find their desired room. There is also a very large, very visible building directory located on the main floor of the building, just inside and to the right of the main entrance. It lists all the tenants and their corresponding room numbers.
If tenants are still concerned about their guests, visitors, or clients finding their way through the building, they should provide written instructions pointing out existing signage, and some specific characteristics of the building they can use to help navigate.
Promotional material, posters, and any other tenant postings must be affixed on and within established bulletin boards. Most tenant spaces include a bulletin board, located in the hall next to their door, for these types of items. Affixing these items on the walls, doors, or windows is not allowed.
This also includes any exterior windows in your leased space, as per your lease.
Self-standing (A-Frame) signs: These types of signs are not allowed in the halls, stairways, or any public area in the building. There are a few locations outside the building where such signs may be allowed on a case by case basis. Please contact building management for more information.
No signage, banners, or any type of promotional materials, can be affixed in any way to any section or part of the exterior of the main building, north annex, south annex, the arcade brick wall between the main building and the south annex, or any other wall or support structure associated with the Good Shepherd buildings.
Fire Code:
The Seattle Fire Department enforces the City Fire Code. Good Shepherd tenants need to know that violations of the fire code can carry large fines and criminal proceedings. The building staff may from time to time remind tenants of these violations before they become a matter for citation. These compliance requests must be implemented. We have no choice in these fire and life safety issues, as inconvenient as they sometimes seem.
Non-Compliance with the Fire Code is not an option!
** The Fire Department has issued the following directives **
Tenants cannot keep or store any items in corridors or stairwells, or modify corridors in any way. Please check corridors at this time and remove any items before the next full building inspection.
Corridors and stairways are for ingress and egress purposes only and cannot be used for any activities associated with a tenant or a tenant’s space, or as seating while waiting to see a tenant.
Tenants must leave the Building during Fire Drills and alarms. Do not re- enter the Building until the “all clear” has been given by GSC Staff or Fire Department Personnel.
** The Fire Sprinkler Inspector and Historic Seattle
Preservation and Development Authority have added the following directives **
All sprinkler heads must be unobstructed. The sprinkler heads in the fire safety system must be clear of all items up to a distance of 18”. All books, boxes and storage items, particularly in closets, must be clear of the sprinkler head to allow it to achieve its intended spray pattern.
All sprinkler pipes. No items of any type, including power cords, string lights, and decorations, can be attached in any way to any sprinkler pipe.
Halogen Torchiere Light Fixtures are now prohibited. Due to fire safety and energy conservation concerns, the halogen version of these fixtures are no longer allowed to be used anywhere in the GSC.
Earthquake Safety:
We are now requiring that all bookshelves and tall storage cabinets be anchored to the wall. See Building Manager for specifics.
No Parking Areas:
The NO PARKING TOW AWAY ZONE in front of the Main Entrance to the Good Shepherd Center is being monitored by the building staff and is properly signed for towing cars away. This Zone is part of the required Fire Lane access to the Building and is reserved for emergency vehicles only. Please be warned…you will be towed if you or your clients park in the Fire Lane.
GSC Main Parking Lot:
The Good Shepherd Center Parking lot is not an appropriate place for tenants or any of their guests to park or store cars on an overnight or weekly basis. Cars or vans left parked for several days will be considered abandoned and may be towed.
Past car break-ins and incidents of vandalism indicate a need for all of us to be on the look-out for any suspicious activities in the parking lot!
Please report any incidents to building staff,
or call 911 if you observe any acts in progress.
Bicycle Parking:
The Good Shepherd Center has three different bike rack locations, for a total of 32 parking spots. A double rack with 16 spaces is located at the head of the front path to the main building. A second rack with 8 spaces, is in the west courtyard in between the main building and the north annex. The third location with 8 spaces, is in a secure room adjacent to the west exit of the building. See the Building Manager for details on the program set up for use of this room.
Please remind your staff and visitors that bicycles may not be locked or parked at the handrails or any railings along or adjacent to the ramps of any of the three ADA accessible ramps to the building, or the main landing at the front stairs. Bicycles in these areas pose a hazard and are a violation of ADA standards. All bikes should be parked at one of the three bike rack locations.
Bagley Avenue/Access Road:
There are ongoing concerns raised about the use of the Bagley Avenue entrance to Meridian Playground and the access road to the rear of the Good Shepherd Center Please keep in mind:
There is no authorized parking in Meridian Playground or behind the Good Shepherd Center.
The Wallingford Senior Center, Meridian School, and all other tenants are authorized to receive deliveries through this entrance with prior arrangement.
All other access and use of the Bagley Avenue entrance must be cleared through the GSC Building Manager.
All vehicles must proceed through the park and all other parts of the site with extreme caution as there are many small children at “free-play” in Meridian Playground.
Corliss Avenue Service Area:
Corliss Avenue Service Area is for delivery and service use only. Corliss Avenue is not an authorized program drop-off or pick-up point.
GSC Grounds and Formal Gardens:
The grounds at the Good Shepherd Center are designated a historic landmark by the City of Seattle. In order to adequately preserve, maintain, and restore the grounds, it is necessary to establish rules and regulations governing their use, including restrictions on activities that are contrary to their purpose and damaging over time. Your cooperation will help to preserve the Good Shepherd Center’s unique beauty and sense of refuge.
All landscaped areas on the property are considered gardens, and Historic Seattle invites you to enjoy and respect the garden’s plantings, spaces, and other guests. The gardens must not be treated or used as a playground. Any type of playground activity should take place in Meridian Playground, located to the west of the Good Shepherd Center. Children and pets should be accompanied by an adult. The Heart garden, the enclosed formal garden on the west side of the building, should be treated as a quiet space, inside of which groups of more than 8 people should be avoided.
Garden Etiquette
Tenants and their invitees are required to observe and comply with the standard rules of garden etiquette below.
All traffic must stay on the paths and lawns. Walking in or through garden beds is not permitted.
Climbing on trees, shrubs, or structures is not permitted.
Collecting plants, flowers, or their parts is not permitted.
Active sports, running, aggressive playing, and games are not permitted.
Good Shepherd Center Recycling Policy:
All tenant organizations must participate in the Good Shepherd Center recycling program. The Good Shepherd Center provides a garbage dumpster and a recycling dumpster. Organizations are required to provide their staff with instructions and to provide containers within their leased space for recycling. Building staff regularly monitors for recycling compliance. A list of the kinds of materials and containers that may be put into the recycling dumpster may be obtained at the property manager's office.
Tenants must break-down all cardboard boxes before throwing them into the recycling dumpster. Failing to break-down cardboard boxes is usually the cause for the dumpster to become full before its scheduled weekly pick-up.
There may be times when the garbage dumpster or the recycling dumpster become too full to receive more items. If this is the case do not leave your trash or recycling items on the ground by the dumpsters! Please hold on to your trash or recycling until the dumpsters are emptied.
Good Shepherd Center Dog Policy:
The Good Shepherd Center has always been a dog-friendly facility. Tenants and visitors are welcome to bring their dogs onto the grounds and into the building. Tenants and their visitors can keep their dogs in their leased space while they or someone else is there to watch over the dog. Dogs cannot be left in any tenant’s space unattended.
All dogs kept within a tenant’s leased space must be well-behaved and not create any type of disruption to any other tenants, or other building visitors. Dogs are not allowed to run or play in any way while being kept inside a tenant’s leased space.
To assure the safety and comfort of all GSC users, and to comply with current City of Seattle leash laws, all dogs must be leashed and kept under control in all public areas, including corridors, stairwells, and anywhere on the grounds of the Good Shepherd Center.
No dog may be left tied up and unattended in public areas or outside the main building, north annex, or south annex. This is potentially dangerous, noisy, and according to animal control, illegal.
Good Shepherd Center No-Smoking Policy:
The Good Shepherd Center does not allow smoking or vaping anywhere inside the building. There are also No Smoking signs posted directly outside the front and rear entrances, and there is a policy in place that prohibits smoking within 40 feet of the building. This policy also includes vaping.
Pests:
The Good Shepherd Center buildings have been mostly "vermin free;" however, if you notice any signs of infestation or pest activity, please notify the building staff immediately. Please do not set out poisons or use pest sprays or "bug bombs" on your own, as these are toxic and hazardous to the animals and people with whom we share the building.
Energy Conservation:
Please conserve electricity by turning off unnecessary lights when you leave your offices. Excess heat allowed to escape into corridors helps to heat the entire building; heat escaping from open windows is lost forever. Please report malfunctioning radiator valves and other problems with the heating system to the building staff.
Maintenance of Leased Space:
Tenants are responsible for the care and maintenance of their leased spaces. The Good Shepherd maintenance staff is available for emergency situations and may from time to time provide small repair services.
Any other work or repairs within a tenant’s leased space are the full responsibility of the tenant. Please contact building management for any type of repair your leased space may need. Building management will be able to accurately assess the situation and determine what work or corrections are needed.
Tenant Expansion Interests:
The GSC tenant selection policy gives priority for available space to existing tenants. If you are interested in additional space at the Good Shepherd Center, contact the Building Manager to pick up an application form and a copy of the tenant selection criteria. These forms then go into the prospective tenant file. If you already have an expansion request on file, please check to see if it is up to date according to your needs.

There are several reminders from earlier years that continue to require your attention:
Please be aware that Historic Seattle requires lease payments on or before the first day of each month. Interest is charged on all past due obligations.

GSC Grounds and Formal Gardens:
The grounds at the Good Shepherd Center are designated a historic landmark by the City of Seattle. In order to adequately preserve, maintain, and restore the grounds, it is necessary to establish rules and regulations governing their use, including restrictions on activities that are contrary to their purpose and damaging over time. Your cooperation will help to preserve the Good Shepherd Center’s unique beauty and sense of refuge.
All landscaped areas on the property are considered gardens, and Historic Seattle invites you to enjoy and respect the garden’s plantings, spaces, and other guests. The gardens must not be treated or used as a playground. Any type of playground activity should take place in Meridian Playground, located to the west of the Good Shepherd Center. Children and pets should be accompanied by an adult. The Heart garden, the enclosed formal garden on the west side of the building, should be treated as a quiet space, inside of which groups of more than 8 people should be avoided.
Garden Etiquette
Tenants and their invitees are required to observe and comply with the standard rules of garden etiquette below.
All traffic must stay on the paths and lawns. Walking in or through garden beds is not permitted.
Climbing on trees, shrubs, or structures is not permitted.
Collecting plants, flowers, or their parts is not permitted.
Active sports, running, aggressive playing, and games are not permitted.
Good Shepherd Center Recycling Policy:
All tenant organizations must participate in the Good Shepherd Center recycling program. The Good Shepherd Center provides a garbage dumpster and a recycling dumpster. Organizations are required to provide their staff with instructions and to provide containers within their leased space for recycling. Building staff regularly monitors for recycling compliance. A list of the kinds of materials and containers that may be put into the recycling dumpster may be obtained at the property manager's office.
Tenants must break-down all cardboard boxes before throwing them into the recycling dumpster. Failing to break-down cardboard boxes is usually the cause for the dumpster to become full before its scheduled weekly pick-up.
There may be times when the garbage dumpster or the recycling dumpster become too full to receive more items. If this is the case do not leave your trash or recycling items on the ground by the dumpsters! Please hold on to your trash or recycling until the dumpsters are emptied.
Good Shepherd Center Dog Policy:
The Good Shepherd Center has always been a dog-friendly facility. Tenants and visitors are welcome to bring their dogs onto the grounds and into the building. Tenants and their visitors can keep their dogs in their leased space while they or someone else is there to watch over the dog. Dogs cannot be left in any tenant’s space unattended.
All dogs kept within a tenant’s leased space must be well-behaved and not create any type of disruption to any other tenants, or other building visitors. Dogs are not allowed to run or play in any way while being kept inside a tenant’s leased space.
To assure the safety and comfort of all GSC users, and to comply with current City of Seattle leash laws, all dogs must be leashed and kept under control in all public areas, including corridors, stairwells, and anywhere on the grounds of the Good Shepherd Center.
No dog may be left tied up and unattended in public areas or outside the main building, north annex, or south annex. This is potentially dangerous, noisy, and according to animal control, illegal.
Good Shepherd Center No-Smoking Policy:
The Good Shepherd Center does not allow smoking or vaping anywhere inside the building. There are also No Smoking signs posted directly outside the front and rear entrances, and there is a policy in place that prohibits smoking within 40 feet of the building. This policy also includes vaping.
Pests:
The Good Shepherd Center buildings have been mostly "vermin free;" however, if you notice any signs of infestation or pest activity, please notify the building staff immediately. Please do not set out poisons or use pest sprays or "bug bombs" on your own, as these are toxic and hazardous to the animals and people with whom we share the building.
Energy Conservation:
Please conserve electricity by turning off unnecessary lights when you leave your offices. Excess heat allowed to escape into corridors helps to heat the entire building; heat escaping from open windows is lost forever. Please report malfunctioning radiator valves and other problems with the heating system to the building staff.
Maintenance of Leased Space:
Tenants are responsible for the care and maintenance of their leased spaces. The Good Shepherd maintenance staff is available for emergency situations and may from time to time provide small repair services.
Any other work or repairs within a tenant’s leased space are the full responsibility of the tenant. Please contact building management for any type of repair your leased space may need. Building management will be able to accurately assess the situation and determine what work or corrections are needed.
Tenant Expansion Interests:
The GSC tenant selection policy gives priority for available space to existing tenants. If you are interested in additional space at the Good Shepherd Center, contact the Building Manager to pick up an application form and a copy of the tenant selection criteria. These forms then go into the prospective tenant file. If you already have an expansion request on file, please check to see if it is up to date according to your needs.

Please be aware that Historic Seattle requires lease payments on or before the first day of each month. Interest is charged on all past due obligations.
